Why "up to" is a ceiling, not an average

A random reward with a ৳100,000 cap usually pays most players a small amount and a very few players the top figure. For example, a hypothetical draw paying ৳20 to most entrants and ৳100,000 to one in many thousands would still be advertised as "up to ৳100,000".
